The implementation of the CIVITAS-ELAN project - “Mobilising citizens for vital cities Ljubljana - Gent - Zagreb - Brno - Porto” officially started on 15 September 2008.

CIVITAS-ELAN is an ambitious project of major strategic significance for the partners involved in its implementation and for the institutions funding it.

Over four years, 39 partners from five European cities (Zagreb, Brno, Gent, Porto and Ljubljana) will implement the CIVITAS ELAN project, with the objective of improving the quality of life for their citizens. The project includes new and better city traffic solutions applying, encouraging and promoting clean and energy-efficient technologies and abiding by the principles of sustainable development.

Objectives were coordinated by all partners in each area covered by the project, and the cities involved defined appropriate programmes through 68 measures described in detail, including specific targets.

The introductory meeting featuring all project participants was held in Ljubljana on 28 October 2008, where the Mayor of Zagreb Mr. Milan Bandić signed the project implementation agreement with the mayors of the other cities involved.

Croatian participants in the implementation of the CIVITAS-ELAN project, in addition to the City Office of Strategic Planning and Urban Development, the project leader in the City of Zagreb, include Zagreb City Holding Ltd, Subsidiaries ZET and Čistoća, Faculty of Transport and Traffic Sciences, Croatian Railways, and associations ODRAZ and BICIKL.

As an active project participant, Zagreb City Holding Ltd, Subsidiary Čistoća is involved in WP (Work Package) 1 as the leader of the implementation of measure 1.15.-Clean public fleet vehicles. The measure has the following objectives:
  • Replace 10% of existing fossil fuels consumption of Zagreb City Holding Ltd, Subsidiary Čistoća with alternative fuels by buying 40 new biodiesel-powered vehicles,
  • Align the fleet with EU environmental protection standards,
  • Apply and promote biofuel technology in Croatia,
  • Reduce vehicle emissions: particulate emissions by 10% and CO2 emissions by 15%,
  • Reduce vehicle noise emissions by 3 dB,
  • Contribute to the development of a modern and environmentally friendly municipal waste management image.


By taking such an approach, Zagreb City Holding Ltd, Subsidiary Čistoća actively implements the Zagreb City Holding Ltd.’s Environmental Management Policy, aligned with the principles of sustainable development.
