Notice on Collection of Mixed, Biodegradable and Recyclable Municipal Waste

In accordance with Article 16,  paragraph 2 of the Regulation on Municipal Waste Management (Official Gazette 50/2017, 85/2019, 14/20),  Article 20 of the Decision on the Manner of Providing Public Services of Collecting Mixed and Biodegradable Municipal Waste and Services in Connection with Public Services in the City of Zagreb (Official Gazette of the City of Zagreb 2/2018,  24/2019), Zagreb Holding Ltd., subsidiary City Waste Disposal has issued the Notice on Collection of Mixed, Biodegradable and Recyclable Municipal Waste.
 
 
TIMETABLE OF COLLECTION OF MIXED, BIODEGRADABLE AND RECYCLABLE MUNICIPAL WASTE, WITH DATES AND APPROXIMATE TIMES WHEN COLLECTION IS TO TAKE PLACE
 
This Timetable applies as of 1 May 2018 (with respect to service users who have not yet received bins for individual types of waste, it will become effective as of the day when they receive the bins). Collection times and locations are subject to change in the event of unforeseen circumstances.

Paper waste collection timetable for city districts and local committee areas
Paper waste collection time will be between 2 PM and 10 PM, except in the city centre, where collection time will be between 9.30 PM and 5.30 AM.

COLLECTION (REMOVAL) OF BULKY WASTE UPON SERVICE USER’S REQUEST IN 2021  
 
In accordance with Article 17 of the Decision on the Manner of Providing Public Services of Collecting Mixed and Biodegradable Municipal Waste and Services in Connection with Public Services in the City of Zagreb, subsidiary City Waste Disposal, as the service provider, is required to provide the service of bulky waste collection using adequate equipment and vehicles for no more than 2 m3 of waste, at the service user’s point of charge, but free of charge, three times a year.

 
At the service user's request, service provider is required to provide the service of bulky waste collection from the service user’s point of charge more than three times in a single calendar year, but in such case, the service user will be charged the applicable fee for transport of that type of waste to the recycling centre, in accordance with the service provider’s price list, which the service provider is obligated to make available at its website.
 
 

INSTRUCTIONS FOR SERVICE USERS

 
Your requests will be accepted in the period from 15 February 2021 to 15 November 2021. At the beginning of the year, you will receive two request forms and you will have the right to decide, during the course of the year, when you will require bulky waste removal from your home address.
 
 
Please plan ahead for your free-of-charge bulky waste removal so that it falls within the time period specified above, and fill in the forms in accordance with the demands of your household, so that we may make plans for optimum removal and provide the best possible service. Filled-in forms can be mailed to the address Zagreb Holding Ltd., subsidiary City Waste Disposal, Radnička cesta 82, 10 000 Zagreb, or e-mailed to cistoca.glomazno@zgh.hr. You may also fill in a web form (“e-Request”) at  www.cistoca.hr.
We undertake to deliver a response with a scheduled time of removal within 20 days after we receive your request.

INSTRUCTIONS ABOUT COMPOSTING FOR SERVICE USERS WHO COMPOST THEIR BIODEGRADABLE WASTE
 
 
1. Organic waste should be shredded in order to degrade faster.
2. A mixture should be made of nitrogen-rich organic waste (which degrades faster
and provides moisture) and of carbon-rich organic waste (which degrades more slowly and ensures that the compost heap remains well aerated), in approximately equal proportions.
3. The material is to be put on a heap (preferably on a layer of branches to ensure that the heap is better aerated) and the heap should be protected from too much sun or rainfall. This can be done by covering it with a thin layer of soil, a layer of dry grass clippings, leaves, hay, burlap sacks or cardboard. Do not cover the compost heap with plastic bags.
4. The heap should be upturned from time to time (at least once a month) to ensure that it is well-aerated, because air is necessary for the organisms in the compost to survive and develop. This also prevents any foul odours from developing.
5. The compost heap should be checked for moisture level – this is done by taking a handful of compost material from the deeper layers of the heap and squeezing it lightly in your hand. If there is fluid running down the side of your hand, there is too much water. If the material does not feel slightly wet to the touch, there is not enough water. When the material remains clumped after being squeezed in your hand,  that means that the moisture content is just right. It may be required to add water to the compost heap during summer months, whereas during winter months, it may need some protection from excessive moisture.
6. After approximately 9-12 months, when the compost becomes relatively loose, dark in colour and smelling like “forest floor”, it is ready to be used (mixed into potting soil used for house plants or in garden soil).
 
INSTRUCTIONS ABOUT PROPER HANDLING OF MIXED, BIODEGRADABLE AND RECYCLABLE MUNICIPAL WASTE
 
The service user is obligated to:
  1. Use the public service and hand over the mixed municipal waste and biodegradable municipal waste to the public service provider in the area where the service user’s real estate is located.
  2. Enable the public service provider adequate access to the waste bin at the point of collection when the point of collection is not located in a public area.
  3. Handle the waste at the service user’s point of charge in a way that does not represent a hazard for human health, result in dissipation of waste around the bin or cause foul smells to be developed from the waste material to the discomfort of other individuals in the vicinity.
  4. Bear responsibility for the way waste and the waste bin are handled at the service user’s point of charge, in accordance with the Act, the Regulation and the Decision.
  5. Bear responsibility together with other service users at the same point of charge with respect to their shared responsibilities resulting from joint use of waste bins, in accordance with the Act, the Regulation and the Decision.
  6. Hand over biodegradable municipal waste, recyclable municipal waste, problematic waste and bulk waste separately from mixed municipal waste.
  7. Hand over problematic waste at a recycling centre or a mobile recycling centre.
 
 
Service user is required to dispose of municipal waste in standardised bins or bags. Service user is required to handle the waste in a way that prevents any dissipation of waste material or spreading of foul odours from the bin/bag and ensures that the surrounding area is kept clean. Service users are prohibited from disposing ember, hot ash, liquids, oils, paints, acids or other hazardous waste or dead animals or animal faeces in the waste bins/bags. Service users are required to place the waste bins/bags for mixed municipal waste at the designated place (making them accessible to  the service provider) by no later than 6 AM during the 1st shift or 9 PM during the 3rd shift. It is prohibited to block the waste collection vehicle’s access to the area where the waste bins/bags are located.
 
INSTRUCTIONS, CONTACT DETAILS AND METHOD OF SUBMITTING THE FORM FOR COLLECTION OF MUNICIPAL WASTE AT THE SERVICE USER’S REQUEST
 
  1. In the event that collection of a larger quantity of mixed or biodegradable municipal waste is required, the service user has to put such waste in specially marked bags. Service user is required to procure the bags at their own expense and put them out next to their waste bins at their point of charge.
  2. At the service user’s request, the service provider is required to ensure collection of bulky waste, which may take place free of charge three times in a calendar year and for which the service provider uses adequate vehicles and equipment. Maximum quantity of waste to be collected at the service user’s point of charge in such an event is 2 m3.
  3. At the service user's request, service provider is required to provide the service of bulky waste collection from the service user’s point of charge more than three times in a single calendar year, but in such case, the service user will be charged the applicable fee for transport of that type of waste to the recycling centre, in accordance with the service provider’s price list.
  4. Service user shall not dispose of bulky waste in mixed municipal waste bins or in wooded hedges, at playgrounds, public green areas or parks, or in any areas not designated for waste disposal. Waste may also not be disposed of in barrels, buckets or similar containers containing oils, paints, acids or other hazardous substances and other problematic waste.
  5. In order to request collection of bulky waste, service users are to fill in an “e-Request”,
which is available at the official website www.cistoca.hr, where service users can also find
contact details for enquiries about municipal waste collection.

The following services are provided at the request of service users:

  1. collection of mixed municipal waste and biodegradable municipal waste in the event of a larger quantity of waste
  2. collection of bulky waste.
